A new non-profit group, launched today during a videoconference attended by over 500 members, says it wants to help CIOs by developing best practices and benchmarks they can use to run their IT organizations. Apptio's software, sold as a Web-based service, evaluates the total cost of infrmation technology services, letting companies budget and forecast expenses more easily. The company raised $50 million from Andreessen Horowitz, Greylock Partners, Madrona Venture Group, Shasta Ventures Management, and an undisclosed investor.

Public cloud infrastructure, the pay-as-you-use server and storage services sold by the likes of Amazon, Microsoft, and Rackspace, is getting some serious test-drives this year. About one-fourth of IT execs in our Global CIO Survey say they plan a major project this year to bring the public cloud into their IT infrastructure. But there's a cloud of doubt hanging over cloud infrastructure.
