In recent articles on the Coming Crisis of IT Management, I’ve pointed out that IT is often managed as a guild system. While this is efficient in some ways, it also means that the answers to every question are embodied in a person, resulting in a vast collection of “tribal knowledge” about the configuration of an environment that is kept within the brain trust of each silo. This is hardly optimal if IT is to become professionally managed.

When it comes to the global information technology (IT) business, there is a massive war brewing. The combatants include biggies like IBM, Hewlett-Packard, Oracle, Microsoft, and SAP. They are fighting hard to get a substantial piece of the IT budgets, which amount to about $4 trillion per year.

It may not be obvious to the casual observer, but IT is under siege. The cloud, in all its incarnations, is reshaping the way IT thinks about delivering services to the business. Conversely, the cloud is also providing new avenues for the business to procure IT services. For the first time, business users who consume IT services have a choice: if IT cannot provide them with the services they require in a timely and cost-effective manner, they'll simply go elsewhere.

The IT monopoly is over. CIOs and IT managers are not trained in more sophisticated techniques that treat IT like a business and can adapt to the loss of control. When they are, they lack the tools to implement them.
